HCMC Ho Chi Minh City aims to rise to the position of the leading semiconductor industry center in the region through a series of science and technology, innovation and digital transformation programs. Many strategic projects, digital infrastructure and human resource development solutions are being strongly implemented.

Attracting more than $4.5 billion in high-tech investment

The People’s Committee of Ho Chi Minh City. Ho Chi Minh City has just issued a report “The implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in scientific and technological development, innovation and national digital transformation and Resolution No. 71/NQ-CP of the Government on the implementation of Resolution 57”.

The report shows that the implementation of the Central Government’s resolutions on science, technology and digital transformation has achieved outstanding results on many task groups.

In the field of institutional building, Ho Chi Minh City. In the field of international cooperation, Ho Chi Minh City. Ho Chi Minh City stands out when attracting more than 4.5 billion USD of high-tech investment, including large-scale projects such as the $2 billion AI Super Data Center of G42 (UAE) or data center projects of CMC, Viettel, KBC-AIC. The city also organized more than 15 international events with 9,000 attendees, creating a strong spillover effect in the innovation ecosystem

Accelerating digital transformation, promoting strategic technology

Entering a new period, Ho Chi Minh City. Ho Chi Minh City identifies science – technology, innovation and digital transformation as one of the most important development drivers. The city will implement the Governance Framework for key tasks by 2030, including institutional reform, digital infrastructure development, promoting innovation and building strategic technology centers

Breakthrough in strategic technology and experimental sandbox: HCMC Ho Chi Minh City will develop a roadmap for technological innovation to 2035, setting a target of business innovation rate of 5-10% per year. The city also implements sandbox mechanisms in blockchain – digital assets, biomedicine – clinical trials, establishes a technology innovation alliance with six pillars including AI, semiconductors, robotics, blockchain, advanced energy and biomedicine.

In addition, the city promotes the formation of an unmanned aerial vehicle (UAV) test area for application in agriculture, urban security, delivery and rescue.

At the same time, Ho Chi Minh City. Ho Chi Minh City plans to implement the Digital Economy Development Program for the period of 2026-2030 with 5 groups of core tasks, including improving institutions, developing digital infrastructure, improving the quality of human resources and expanding international cooperation.

In the field of semiconductors, the city aims to become the region’s leading semiconductor industry center, training at least 9,000 university-level workers, building a shared semiconductor laboratory and supporting at least 60 semiconductor startups. The R&D ecosystem will be boosted through the expansion of the Hi-Tech Park and increasing the attraction of international corporations such as NVIDIA, AMD, Intel, etc.

To speed up the implementation, Ho Chi Minh City. Ho Chi Minh City proposed that the Government allow the pilot of the co-investment sandbox mechanism between the city and the National University of Ho Chi Minh City. Ho Chi Minh City to build an R&D laboratory and AI computing infrastructure; at the same time, it is proposed to soon complete the legal corridor on high technology, low-level economy and online public services.
