HCMC Ho Chi Minh City – Tay Ninh promotes cooperation in developing the innovation ecosystem
In order to learn about the organizational model, operation mechanism, investment capital, business attraction policies and operation methods of national and local innovation centers to serve as a basis for building an appropriate model in Tay Ninh province, On November 14, 2025, the delegation of Tay Ninh province led by Ms. Huynh Thi Hong Nhung – Director of the Department of Science and Technology (S&T) of Tay Ninh province, visited the innovation model at the Eastern International University (EIU) and the Ho Chi Minh City Innovative Startup Center. Ho Chi Minh City (SIHUB).
Receiving and working with the delegation was Mr. Lam Dinh Thang – Director of the Department of Science and Technology of Ho Chi Minh City. Ho Chi Minh City, Mr. Tran Trong Tuyen – Deputy Director of the Department of Science and Technology of Ho Chi Minh City. Ms. Dang Thi Luan – Acting Director of SIHUB; on the side of EIU, there were Mr. Ngo Minh Duc – Rector of Eastern International University, and representatives of departments, departments, branches and relevant units of the two localities.

The first working session took place at EIU, the delegation was introduced by Mr. Ngo Minh Duc – Rector of EIU to an overview of the training model associated with businesses and the Becamex – EIU innovation ecosystem. He said that EIU was developed in the industrial-urban-service ecosystem of Becamex IDC, aiming to provide high-quality human resources, promote applied research and serve the community. EIU operates according to the philosophy of Humanity – Creativity – Community – Sustainability, focusing on practical experience through a network of more than 300 partner enterprises, a system of laboratories, research centers, experimental workshops and internship activities.

The highlight of the model is the close connection with the Becamex – EIU innovation ecosystem, including the Industry 4.0 Innovation Center, Advanced Manufacturing Center, Fablab, ARIS-EIU Cybersecurity Center, Becamex Business Incubator and international cooperation centers. This ecosystem forms a complete value chain from research, testing and prototyping to product commercialization, supporting businesses and startups to access new technologies. Through the “University – Enterprise – Industrial Ecosystem” model of EIU, it is considered an important practical experience for the locality in developing an innovation center associated with business needs and regional strengths.

In the afternoon of the same day, the delegation had a working session with the Department of Science and Technology of Ho Chi Minh City. HCM. Ho Chi Minh City emphasized that the city is always ready to share experiences, models and proven lessons in the process of building an innovation ecosystem, thereby accompanying Tay Ninh to form a strong innovation center, capable of spreading and attracting social resources.

Following the program, Ms. Dang Thi Luan – Acting Director of SIHUB shared details about the operating model and pillars that form the innovative startup ecosystem of Ho Chi Minh City. HCM. She said the city’s ecosystem is now worth about $7.5 billion, with the presence of many technology businesses, three unicorn startups and an extensive network of support organizations. On this basis, SIHUB is positioned as the focal point for connecting – supporting – promoting, creating workspaces, connecting experts and providing business development services for startups, SMEs and startup support organizations. In terms of operating model, SIHUB is deploying a 17,000 m² physical connection space at 123 Truong Dinh Building, including a co-working area, an attraction area, an international financial center and an accelerated incubation space. At the same time, SIHUB also develops hoip.vn online platform, helping businesses, experts, investment funds and management agencies interact effectively in the digital environment.

In the presentation, Ms. Luan also said that SIHUB is implementing many support policies according to the specific mechanism of Ho Chi Minh City. Ho Chi Minh City, such as non-refundable financial support, personal and corporate income tax exemption and reduction; expert remuneration regime, as well as sandbox testing new technology solutions. Incubation programs, project selection, and activities to promote innovation in the public sector (public administration – health – education) are attracting hundreds of projects to participate each year. In addition, SIHUB focuses on expanding international cooperation with partners from Korea, Singapore, Germany, Canada, Australia, etc. Through startup exchange programs, investment matching and coaching, SIHUB creates conditions for Vietnamese projects to access technology resources, markets and international networks.

Through absorbing information and experiences from the two models of EIU and SIHUB, the Working Group for the Establishment of the Innovation Center of Tay Ninh Province has drawn many important lessons, especially having more practical perspectives on the operation of the Innovation Center under the open model. associated with specific policies and multi-tiered support solutions, and close association with businesses and institutes, creating a space for actors in the ecosystem to participate.

This is the basis for the Working Group to complete the Draft Scheme on the establishment of the Tay Ninh Provincial Innovation Center, aiming to form a modern center model, capable of attracting investment, effectively connecting components of the science-technology and innovation ecosystem, thereby creating a driving force for the province’s socio-economic growth in the period of 2025-2030.
