This is an activity to unify awareness and improve the capacity of cadres and civil servants in implementing new regulations on decentralization, decentralization, and delimitation of competence in the state management of science and technology.

In his opening speech, Deputy Minister of Science and Technology Bui The Duy emphasized that the arrangement and consolidation of specialized agencies after implementing the policy of renewing the organizational apparatus has created a huge workload for localities, especially when implementing newly decentralized tasks. decentralize power to the Department and commune level. He pointed out that in the context that many localities are undertaking administrative procedures in science and technology for the first time, the lack of experience and implementation skills is a big challenge. Therefore, the Ministry of Science and Technology is committed to accompanying localities through specific and detailed instructions, even “hand-in-hand”, ensuring that officials are trained and supported until they are proficient.

According to Deputy Minister Bui The Duy, the Ministry of Science and Technology has developed a set of guidance documents of more than 300 pages, in which each administrative procedure is compiled into a “quick lookup manual”, helping local officials easily apply in practice. At the same time, the Ministry also organizes working delegations directly in the locality, planning to maintain monthly or quarterly online conferences to promptly remove obstacles. The highest goal is to serve people and businesses, reduce the time to process procedures, and bring public services closer to the people, Deputy Minister Bui The Duy affirmed, and at the same time called for the proactive spirit and determination of localities in effectively implementing the newly assigned tasks.

At the conference, Ms. Nguyen Nhu Quynh, Director of the Legal Department (Ministry of Science and Technology), presented the topic “Overview of decentralization and decentralization in the fields under the state management of the Ministry of Science and Technology”. According to Ms. Quynh, the Ministry of Science and Technology has synchronously implemented the decentralization, decentralization and delimitation of authority for 103 State management tasks, including 96 tasks of decentralization and decentralization of authority and 7 tasks of delimitation of authority, which are concretized in Decree 132. Decree 133 and Circulars No. 07, 08, 10 and 13.

These tasks span 7 main areas of State management of the Ministry, including: post and telecommunications (29 tasks); quality measurement standards (18 tasks); Science and Technology (16 tasks); intellectual property (15 tasks); innovation (13 tasks); digital transformation (2 tasks) and atomic energy (3 tasks). In total, 125 administrative procedures have been transferred to the provincial and commune levels, contributing to bringing scientific and technological management activities closer to people and businesses.

To support localities, the Ministry of Science and Technology has deployed 12 working delegations in 34 provinces and cities, set up two hotlines and regularly issued specific guidance letters. At the same time, the Ministry also noted two major groups of problems in the locality: legal problems when applying new regulations; problems with guarantee conditions such as human resources, technology and finance. On that basis, the Ministry is preparing to amend and supplement 13 legal documents in 2026 to continue to improve institutions, ensure the consistency and efficiency of the decentralization and decentralization system.
