The 1st Congress of the Ho Chi Minh Communist Youth Union of the Department of Science and Technology of Ho Chi Minh City, term 2025–2030

On the afternoon of November 18, 2025, the Youth Union of the Ho Chi Minh City Department of Science and Technology (DOST) held the 1st Congress of the Ho Chi Minh Communist Youth Union Delegates, term 2025–2030.

The Congress took place in a solemn and united atmosphere, aiming to review Youth Union work and youth movements during the 2022–2025 period, while also discussing directions, objectives for the new term, and contributing opinions to the documents of higher-level Youth Union Congresses. Reports presented at the Congress comprehensively assessed achievements, highlighted strengths and limitations, and drew lessons learned from past activities.

Attending the Congress were Comrade Le Thanh Minh, Standing Committee Member and Deputy Director of DOST; Comrade Pham Thi Ngoc, Deputy Secretary of the Youth Union of the City People’s Committee; along with 56 delegates summoned to participate.

At the Congress, delegates listened to the summary report on Youth Union work and youth movements for the 2022–2025 period, which highlighted clear progress in political and ideological education, moral training, lifestyle development, and studying and following the ideology, ethics, and style of Ho Chi Minh.

During the past term, the Department’s Youth Union implemented many practical action movements closely linked to the professional tasks of each unit; 100% of grassroots unions carried out youth projects and fully organized annual volunteer activities. Programs supporting young people in learning, skill development, physical fitness, and cultural-spiritual life were regularly held, bringing tangible results.

Entering the new term, the Youth Union of the Department of Science and Technology has set the goal of strongly renewing propaganda and education work, enhancing depth and influence on digital platforms, while promoting the study and practice of Ho Chi Minh’s ideology, ethics, and style. Movements are oriented toward strengthening professional and specialized content; implementing youth projects directly tied to political and professional tasks of each unit, ensuring that every activity has clear objectives, concrete outputs, and measurable results.
The Union also focuses on renewing grassroots activities, improving skills and expertise for Youth Union officials; effectively implementing the member training program; and raising the quality of outstanding members introduced to the Party.

The action slogan for the term has been defined as: “Solidarity – Pioneering – Dynamism – Innovation – Creativity” for the development of the science and technology sector.

Comrade Lê Thanh Minh, Standing Committee Member and Deputy Director of the Department of Science and Technology, delivered a speech at the Congress.

Delivering his directive speech at the Congress, Comrade Le Thanh Minh, Standing Committee Member and Deputy Director of the Department of Science and Technology, praised the achievements of the Department’s Youth Union and requested that the new Executive Committee continue to prioritize political and ideological education. He emphasized the need to innovate the content and methods of communication, especially through the application of digital platforms, in order to enhance outreach and influence among members.

He highlighted the pioneering role of young people in movements tied to professional tasks, particularly in digital transformation, scientific research, process improvement, and service quality enhancement. At the same time, he urged the Youth Union to actively promote and guide members in practicing civilized, safe, and responsible behavior in the online environment; to proactively counter false information; and to effectively implement youth projects and initiatives tailored to the specific characteristics of each unit, ensuring practicality and concrete results.

Continuing the program of the Congress, Comrade Pham Thi Ngoc, Deputy Secretary of the Youth Union of the City People’s Committee, proposed that the Department’s Youth Union focus on strengthening its organization, enhancing listening and understanding of members’ concerns, and building a united, open environment that motivates members to maximize their potential.

She recommended that the Department’s Youth Union continue to innovate activity models suited to the characteristics of science and technology, leveraging the strengths of young intellectuals in undertaking youth projects and initiatives linked to professional expertise. In addition, attention should be given to training Youth Union officials, improving skills and professional capacity; while also strengthening traditional and ideological education to provide a foundation for members’ training, striving, and growth in the new term.

The Executive Committee of the Youth Union of the Department of Science and Technology for the 2025–2030 term was introduced at the Congress.

The Congress also announced the Decision appointing the Executive Committee of the Ho Chi Minh Communist Youth Union of the Department of Science and Technology of Ho Chi Minh City for the 2025–2030 term, consisting of 11 members, among whom Comrade Trần Thanh Nam was appointed as Secretary of the Department’s Youth Union. Representatives of the new Executive Committee expressed their determination to remain united, creative, and dedicated, striving to excellently fulfill the tasks of Youth Union work and youth movements of the Department during the 2025–2030 term. They pledged to contribute to the successful completion of political missions, building the Department into a comprehensively developed and sustainable institution, while also strengthening the Youth Union work and youth movements of the City People’s Committee Youth Union.
